I think two of my brewmaster discus have paired up.
Why this is bad news. I have 6 adult to semi adult discus in this tank and I have nowhere to move the others to. I don't mind if none of the fry survive but I don't want my other fish to get beat up. Right now the aggression is minimal but I can tell they are looking to use the filter intake to lay on. They are both spending a lot of time scoping it out and the white pigeon in my avatar makes the gesture like she is going to rub her belly on it. There is also a lot of fin fluttering going on.
Any suggestion?

You can always use a crate and divide your tank to seperate them.

They keep mouthing the filter. Is this something they do before they lay eggs?

Yes it is, what they are doing is cleaning off the surface until they are satisfied with it then they will lay their eggs on it.
