I recently got some discus from a fellow aquarium hobbyist, he is very responsible about his fish and take good care of them. However, he does not seem to know the requirements for discus and the fish are stunted. They do not have pinched foreheads, football shape, or anything of the sort. They are just extremely small for their age (4 inches at 18 months!). I will not be using these discus for breeding or show or anything like that other than aesthetic appeal in my tank.

My question: If I care for them properly, will they grow?? Will these fish ever reach their potential?? Or will they be stunted for life?

They may grow a little but they have most likely reached their full size at 18 months old.

They will never reach their potential at this point. If they are otherwise good discus, spawning them and raising the fry properly ought to produce good discus.
