Just do a huge water change and fill, you can use Prime to condition the water. ;)

I test for nitrates and base my WC on that. Others may have a different proccedure. The main thing is that you start with no ammonia, no nitrites, and low Nitrates. I would also continue testing until I was sure things are stable. If you add to many fish for the bacteria you have established you will get a mini cycle. I keep some Amaquel+ (other chemicals work also) around just in case this happens. All of this IMO; Don T.
