Since they are obviously still young from the size that you quoted, I would rule out breeding activity. I'd call it an irritation shaking of sorts. First thing to do is address your water quality. How much and how often do you change water in your tank? How do you condition the water (i.e. water conditioner, aging, etc.).

It's possible that a nice large water change of about 80% might help out. What size tank do you have and how many fish? A little more information might be helpful!
