Is there such a thing as too much uv exposure. If I used a 25W uv sterilizer with a flow rate of 100 gph, would that be overkill as far as eliminating all of the nasties? Also, do fungus spores get eliminated with uv?

Lower flow rates just mean you'll kill more of whatever goes thru the sterilizer. Using UV won't eliminate nasties from your tank, at all, but can hold down the populations somewhat, maybe slow down an outbreak of disease, aid in algae control. That's about it.
