Aquarium Water

This isn't actually a question about a discus tank. I have a small tank at my office with some cardinal tetras in it.

I'm concerned about using the tap water here because this building is 100 years old and the water isn't great. I treated it but it still has that old yellow tint.

So I'm wondering, can I get filtered water from the store and use that?

Why not just use activated carbon in the filter? This will remove the yellow tint. Its water for the tetra tank right?
