Is it normal to lose a fry? there 3 weeks old (freeswimming)

He was pretty small compared to the rest.

I wouldn't worry too much about it, as there are weak ones in every spawn. Now, if there are more deaths, it can be a problem. Keep the tank super clean, filter rinsed and cleaned daily and daily water changes (2 is better).

What size tank are they in? How many are there? Are they still with the parents? Are any of them flashing off of objects? I do two wc's a day, around 80% each time.

Up the water changes. 50% daily is not enough IMO. The water can foul very easy when using BBS. When the fry are on their own, I also do big water changes, twice a day as Martha mentioned.
