I currently have a 55Gal tank with a Cascade 700 filter and want to add a sponge filter. I was looking on Kens Fish and noticed the different sizes. Would it be better to add 2 #3 or 1 #4?

I use different size for my tanks
One #1 for my 10 gallon hospital tanks
One #3 for my 20 gallon breeder tanks
One #4 for my 40 gallon tanks
Two #4 for my 55/60 gallon tanks
Planning to use two stackable #4 for my 90/100 gallon tanks

I also use #3 as a prefilter for my Emperor 400 and 280 filters.

Would a fusion 600 air pump be enough to power two #4's?

Never used the fusion pump but I heard they are good. Looking at the spec, with 2 outlets, I would think it should work fine with your 55 gal tank with 2 #4 sponge.

I like the #3's, partially because they're easy to handle, to fit thru the glass top openings when I want to squeeze 'em out in a bucket of tank water. I also like to use small airstones for each and an extra riser, or step, between the sponge and the base to make it easier to siphon away detritus...

I use more than I really need, in part to have 'em ready for the next tank, also so that I can restore the biofilter quickly in a tank that I might have had to medicate w/ antibiotics. Haven't had to do that with my discus, but I'm ready should the need arise...

They won't want to sink well for a few days when new, no matter how well you squeeze water in and out of 'em. I load 'em with marbles or ball bearings at first, take those out after several days...
