ok i'm not even sure this part exist but i figured you guys and gals might know. the part that i'm looking for is one that would allow me to regulate my water to a certain temp as automatically without me having to be adjusting it. i have access to the pipes directly if the part needs to be connected there. please let me know if such a part exists, and if it does, what is called, and where can i find it. thanks a bunch

You are looking for a thermostatic mixing valve. This is the brand and model that I am using. http://www.plumbing-deals.com/index.php?l=product_detail&p=15704 I did not get it from here so can't tell your if it's a good place to order or not.
Note that the temperature is not exact (a few degree off). I have no problem using mine while refilling all my tanks at about 85 degree.
The install is very basic for this model. Not welding needed as they use 3/8" faucet line.

oh wow, talk about great news! thanks bud, you have helped me so many times with my projects over the years ;). can you tell me, since this is the one you use, how do you regulate at what temp you want it at? is there a valve or something? you just tap it into the main water pipes and then run a pipe from the outlet to where i need it correct?

Lots of mixing valves won't go low enough, as they're intended for anti-scald use in hot water delivery systems...
They all have a temp control knob, so the output temp can be adjusted accordingly...
