So I know that a waters PH can change overnight by aerating it. But how exactly does this happen? Is the PH change due to the chlorine being removed? And if yes, then when a person adds a dechlorinator such as prime to new water; How long does it normally take for the PH to reach its peak swing?

It's the removal of dissolve CO2 that causes the pH to rise.

Tap water is pumped through the system under high pressure. Gases dissolve better under pressure.

When CO2 dissolved in water, it forms a weak acid (think soda pop). After the CO2 is released, the pH rises.
