I honestly think this woman did her garden very tastefully. I do see why people might have a problem with this, but short of a housing association requirement, I don't think the city should be dictating this so rigidly.
By their definition, if you are a Oak Park, MI resident, then if enough of you plant carrots (...etc) in your yard, the vegetables will be "suitable".
However, I bet all this woman has to do is ask the city to define common and find as many neighbors as she can to show that many people have not-so-common flora. By their definition, I had a neighbor who used to plant blue bonnets (state flower in Texas) but he was the only one we knew of in several blocks. So not-so-common...
