Can Eggs hatch in a hard water with PH 7.8 but with a very low rate. or it doesn't hatch at all

BTW, ph isn't very important. The only reason ph is linked to discus at all is because of wilds. The less solids in the water the lower the ph.
In other words, if you only have 100 tds you will have 5-6 ph and with 400 tds your get 7+ in general. Just mix in or buy ro water if your concerned. A pair with fry can be put in a 20-30g tank and with ro at .50$ a gallon its relatively cheap the keep up. Or get ro unit.

Yes, at least for my Angelfish eggs. About 80% hatch rate, maybe more or less.
