...how to reduce KB on photos using Windows 7? On the old Windows xp, I could just right click the picture, and click on small, and it would automatically change the KB to a size you could post on the forum. If I reduce the pictures on 7, the KB is still like 179! @#!&$#!!! I'm slowly trying to learn 7, f-ing thing didn't come with instructions of course, that's the thing I hate most about computers. They assume everyone's a programmer.

If you have MS Office try Microsoft Office Picture Manager on Window 7. You have had to open the picture and resize it under the Edit Options.
Your discus are talking to you....are you listening
I use photoshop but it is expensive ...
If you don't have any picture editing s/w installed it would be worth getting some. There are loads that are free too.

It is best to aim for a pixel size of around 800x600 and a dpi of 72 - there is no point going higher on upload to a website as most are rendered or reduced anyways ...
And always save as jpg or jpeg ... other formats are not as good (well perhaps png is but ....)

Comfortably numb.
You can just use "paint". Paste your image and go under tab Image/Strech/Skew.

Right click, open with 'paint' ... Image>Resize

I agree with the above, if that's all you want to do... I use XnView and/or Irfanview.
I like the ability to do batch renames and resizes. Both are freeware...
